National Electrical Safety Code (NESC)

  • NESC added a new rule 410A3, which states, "Effective January 1, 2009, the employer shall ensure that an assessment is performed to determine potential exposure to an electric arc for employees who work on or near energized parts or equipment. If the assessment determines a potential employee exposure greater than 2 cal/cm² exists, the employer shall require the employee to wear clothing or a clothing system that has an effective rating not less than the anticipated level of arc energy."
  • The arc rating of the clothing system can be determined from either the arc hazard analysis or by using tables 410-1 and 410-2 (which are based on voltage, fault currents and clearing times).

Future Revisions to OSHA 1910.269

  • Proposed rulemaking issued June 15, 2005
  • Construction (CFR 1926) and general industry (CFR 1910) standards are to be harmonized
  • Proposal requires arc flash hazard analysis
  • Proposal requires flame resistant clothing for:
    • Work over 600 volts
    • Flammable material are present
    • There is a potential for ignition from electrical arcs
